PROVINCE OF BENGUET - As part of the continuing effort of the Department to ensure that the Quality of LGU plans are put in check, likewise with its implementation, launched various compliance systems, audit, assessment, and the like.
For the Peace and Order and Public Safety Plan of LGUs, Policy Compliance Monitoring System POPS-PCMS was introduced for this purpose.
Said system had been operational for years already, however due to some issues such as system updates, and changes of designated LGU encoders, some LGUs has trouble in complying with reports being required. Understanding this predicament, the DILG have been consistent in conducting orientation and seminars to our LGU encoders, that is apart from the coaching being provided.
For the Province of Benguet, an activity with the above purpose was scheduled sometime March of this year, unfortunately, a Nationwide State of Emergency was declared due to the COVID-19 Pandemic prompting this office to cancel the planned activity.
At first, the office resorted to virtual coaching via Mobile Phone and or Online Platforms, however, the recent compliance report shown that there is a need to conduct a face-to-face seminar and coaching on system encoding, thus the 2-day scheduled activity on September 28-29, 2020.
Carefully following the basic health standard protocols and employing additional safety precautions, this office convened the LGU system encoders of all Benguet Municipalities for a two-day “Orientation-Seminar on POPS-PCMS for LGU Encoders” the venue of the activity was at the Regional-National Educators Academy of the Philippines (RNEAP), Dep-Ed, Wangal, La Trinidad, Benguet.
Therein a short briefing of POC omnibus guideline highlighting the frequency and deadline of reports was presented before the hands-on training on steps of uploading plan and reports in the Policy Compliance Monitoring System. While at it, the Resource Person inserted in its presentations strategies on how encoders can fully comply with what are being required by the system and answered and clarified issues, concern and questions raised. The second day of the activity ended with a short discussion of how confidential fund are to be allotted with highlights on its difference with intelligence fund, mechanisms, and audit requirements.
After the activity, the Cluster Head of DILG-Benguet delivered the closing remarks evolving on the compliance of the LGUs in the POPS-PCMS, likewise reaffirmed not only the DILG but the Provincial Peace and Order Council through its Secretariat the commitment to provided technical assistance/support to our Municipal POCs should it be needed.
